The viceroyalty of Río de la Plata was ruled by the Viceroy Baltasar Hidalgo de Cisneros, who was alarmed by the news from Spain, asked the people through a claims to remain faithful to the King of Spain.
The people know that the political situation in Spain is severe, the troops of Napoleon Bonaparte had invaded almost the entire English territory. King Ferdinand VII remained the prisoner of the French.
19, 20 and 21 May
very concerned Creoles meet shall, until then the City Council meetings were held behind closed doors and people not involved in them. This time the people gathered in the square and wanted to convene an open meeting where they could also participate, wanted to decide if the Viceroy Cisneros continue in office or not. The viceroy to warn that gave permission to convene the next day at an open meeting and distributed 450 invitations to the neighbors of the city.

While the council met behind closed doors this morning rainy day lobbyists receiving a petition signed by hundreds of neighbors which proposed the names of several patriots to form the first local government. The whole town was expecting the news for the Plaza Mayor
The lobbyists end the meeting around noon and make known the names of those patriots who formed the first governing board.
